To the United States :
I, Boyd Ed Graves, do hereby formally appeal the July 17, 2008 final agency decision that no documents exist for the requested Freedom of Information Act (FOIA) request, seeking the ‘return ‘ of progress reports #14 and 15 (1977 and 1978) of the U.S. Special Virus Cancer Program (1962 – 1978).
The progress reports were in the archives of the National Cancer Institute ( NCI ) as is evidenced by a May 15, 2000 letter from Dr. Victoria Cargill, Medical Officer for the National Institutes of Health (NIH), Office of AIDS Research.
In her letter, Dr. Cargill confirms the existence of the U.S. Special Virus program and that three progress reports were located in the archives of the NCI . Upon subsequent communication, it was determined that progress reports #14 and !5 were among the three progress reports.
Equally true, there is a sufficient paper and correspondence trial between NCI officials and petitioner, specifically addressing progress reports #14 and 15. These documents were in the archives of the United States , they have been illegally removed and FOIA law compels and enjoins the NCI to replace the missing progress reports.
Much of the communication with the NCI has been through and with the Deputy Director, Dr. Alan Rabson. According to a cursory review of the available progress reports, Dr. Rabson was a member of the “Developmental Committee” of the U.S. Special Virus program. See, page 12, progress report #8 (1971) , U.S. Special Virus program. Dr. Rabson has a personal vested interest in “hiding” the missing progress reports, because he was intimately involved in the development of HIV/AIDS.
The missing progress reports are significant for a number of reasons. First, any review of the 15 progress reports will solve and end HIV/AIDS. Second, if we are serious about solving and ending HIV/AIDS, then a review should be conducted of the experiments and contracts of the “ETIOLOGY AREA ” of the National Cancer Institute. Third, progress report # 14, identifies the work of AIDS developer, Dr. Peter Duesberg, who has never explained his role in the secret, federal program. And Fourth, progress report #15 provides the entire budget for the program. The U.S. Congress appropriated $550 million dollars to make AIDS.
This federal program sought to determine if animal cancers (like visna virus) could grow in certain human host cells. We now know that visna virus is the etiological agent of HIV/AIDS. See, Science, Vol. 227, pp. 173 – 7, January 1985. According to the United States, see page 39, progress report #8, visna virus had not Yet been associated with human disease as late as 1971, but by July 18, 1983 (AIDS Task Force), it was concluded HIV/AIDS had evolved from visna virus.
The United States should be compelled to replace the missing progress reports and forced to explain and investigate this secret, federal virus development program that persisted in the United States from 1962 through 1978.
The American people and the people of the world have a right to know the truth about the true U.S. origin of the greatest scourge in human history. By compelling the United States to return the documents to the archives, that history will be preserved for all to see and view.

Etiology of the Avian Bird Flu
According to Dr. Boyd Graves, who has been marginalized over the years by “official” government medical communities for speaking up about the possibility that AIDS was purposefully designed to be an ethnic specific virulent, genocidal agent, Avian flu pandemic could be science run amuck.
“Amidst the current Centers for Disease Control media orchestrated public panic over the Avian Flu Pandemic, more and more scientists are beginning to look at the appearance of these lethal virulents as being adapted by science, genetically recombined as biowarfare agents, made in America,” says Graves.
The historical trail traces itself back to the 1843 discovery of the infectious agent (MYCOPLASMA) for the “SPOTTED LEAF DISEASE”, also known as the “TOBACCO MOSAIC VIRUS.” “At the core of human (cancer) disease”, says Graves , is this ‘mycoplasma’ entity that has been weaponized over time realizing lethal and incapacitating conditions for humanity”.
“The development of the mycoplasma from plant to animal to human is clear”, asserts Graves . “By 1898 the United States had realized the mycoplasma in cows, bovine spongiform encephalitis (BSE). By 1902, they had realized it in horses, equine infectious anemia virua (EIAV), in 1904, they realized it in goats, caprine arthritic encephalitis virus (CAEV). By 1910, they had realized it in fowl, Rous Sarcoma Virus (RSV)”, reports Graves after years and years of committed research into the subject.
According to page 14 – 15 of the 1978 progress report of the U.S. Special program, the 1910 RSV is a product of recombinant genetics. Further review will show the 1918 Spanish Flu was a recombinant bird virus. “The same is true of the 2005 Avian flu’, comments Graves .
Is “recombinant” a natural occurrence in Nature or man made or both?
In 1918, the pandemic began not in a port city of this country, but in the Midwest . Tom Rogers, a whistle-blower, working in the field of virology in the 1990s explains that the scientists who are “in the know” look towards the mid west, in specific, Missouri , to read the pulse of bird carrying plagues. “Birds from Asia and Europe converge at this spot due to the convergence of the Mississippi , Ohio and Missouri river . Various viruses recombine organically”, says Rogers . Rogers tells the story about the Missouri birthplace of the USA born deadly Flu of 1918 claiming that it was purposefully misnamed “Spanish Flu” as a distraction. He tells how A.J. Cohen, a veterinarian in Missouri in 1918 warned meat packers and distributors that a super virus was killing off pullets and piglets. However, Cohen was not only disregarded but his life was threatened by industry. “These meats were sent throughout the nation and ultimately overseas”, claims Rogers .
American soldiers were exposed first to the recombinant and their war travels spread the virus to wherever they went. In fact, more soldiers died from the Spanish Flu than those who died in World War I. Rogers claim is that there is no such thing as “jumping species” as might have been designed and refined by biotechnology techniques as claimed by Dr. Boyd Graves and Dr. Leonard Horowitz, a popular lecturer on the subject and author of AID, EBOLA and other viruses. Rogers claims that the virus passes amongst species due to “wrapping your lips” around it, as he likes to phrase it. As a result of his research into the etiology of non specific species transferred plagues Rogers is now a deeply committed Vegan…that is no meat, no milk. He says the only way you can get the Avian Flu is by “eating” the infected species, or via fluid exchange, like blood transfers, sex, and close saliva contacts, like in AIDS.
Although one can usually find an originating template for bacteria, viruses and drugs in nature, Dr. Boyd Graves claims that US government purposefully brought these lethal viruses to a dangerous new level through biotechnology and laboratory recombinant technologies
When the United States began the Tuskegee syphilis experiments in 1932, they also began the testing of the infectious agent of HIV, the sheep virus VISNA. HIV contains sequences from a 1932 strain of VISNA, strain ks1514. However, in the 1971 progress report (#8) of the U.S. Special Virus (1971), the United States concedes that VISNA had not yet been associated with human disease.
The United States cannot explain how VISNA is the “etiological agent” of HIV, as they report in 1985, 1986 and 1995. See, Science Vol 227, pp. 173 – 7, January, 1985, see also, PROC NAS Vol 83, pp.4007 – 11, June 1986 and PROC NAS Vol 92, pp. 3283 – 87, April 11, 1995 .
“I believe we can have a much better understanding of medicine and science if we review the U.S. Laboratory of Hygiene (circa 1878), the 1902 Cold Spring Harbor Laboratory, the 1904 Station for Experimental Evolution and the 1926 MIT 'Virus Cancer' Conference”, says Graves. In addition, the May 1946 Appropriations Hearing addresses a "synthetic biological agent" in "useable shape". “This is the recognition of the VISNA agent, which now wreaks havoc across the biomedical world”, comments Graves . Meanwhile, Eileen Dannemann, director of the National Coalition of Organized Women spearheading the collection of the various data wonders if the US government has been recently testing their virus collection on the greyhound dogs…hence the new canine flu epidemic causing CDC concerns about it “jumping species” and infecting humans. Tom Rogers would say don’t kiss your dog. Dr. Boyd Graves and Dr. Len Horowitz would say…just another covert clinical trial.

Boyd Graves asks Congressman Filner investigate formerly secret AIDS program
San Diego – Yesterday U.S.Congressman Bob Filner (D-Ca) received a presentation by American humanrights activist and HIV/AIDS advocate Dr. Boyd E. Graves on the formerly secret U.S. Special Virus Program's 1971 Research Logic Flowchart and the evidence of the laboratory birth of AIDS.
“We have now reconnected the U.S. Congress to our position from prior to9-11. Congressman Filner took a 40 minute presentation that seemed like an hour and a half,” Graves said. “The evidence proves a federal virus development program preceded the onset of HIV/AIDS.HIV/AIDS is the Synthetic Biological Agent funded by Congress on June9, 1969 and May 1946.”
Graves , a lawyer and researcher in San Diego , has recovered over 15 years of 'missing' medical evidenced titled the U.S. Special Virus Cancer Program (1962-1978). The progress reports of the virus development program detail every contract and laboratory experiment towards creating HIV/AIDS,according to Graves and a plethora of international scientific and medical experts familiar with the documents. Graves is considered one of the leading researchers on the topic.
“The secret program's 1971 'research logic' flowchart proves to a level of 'absolute evidence', the design, purpose and intent of this secret federal program, the U.S. Special Virus program,” Graves said. “Any National AIDS Strategy must incorporate the immediate clinical trials of the U.S. eleven year oldpatented Cure for AIDS , U.S. patent#5676977, www.uspto.gov.”
Following the dismissal of his last Freedom of Information Act litigation in federal court, Dr. Graves said he will re-file. Dr. Graves has been lead plaintiff in multiple lawsuits against the formerly secret federal program since the discovery of the flow chart document in 1999. Each lawsuit has been quietly dismissed from the courts and some court records.
“To date no one can offer an answer as to when the visna virus crossed species. This point will prove to show further problematic for the United States ,” Graves said. “We can immensely improve the treatment for HIV/AIDS, and at the same time create a healthy, happy environment for victims of this federal program.”
Congressman Bob Filner is an eighth term Democrat from California 51st District elected in 1992 and a super-delegate pledged to Barack Obama. Dr. Boyd Graves is a vocal human rights' activist and the first African American to receive the U.S. Patented AIDS Cure, Tetrasil. Dear NCI FOIA OFFICE:
Recently the federal court ruled the prior Freedom of Information Act lawsuit should be dismissed because of a ‘service technicality’. At issue in the lawsuit was the failure of the National Cancer Institute to provide documents, two progress reports of the U.S. Special Virus program, progress reports #’s 14 and 15. Which represent the years 1977 and 1978, the end years of a secret federal virus development program that spent $550 million dollars to make a ‘special’ virus.
There is significant correspondence between Dr. Alan Rabson and myself as to these specific reports. On or about May 20, 2000 , Dr. Victoria Cargill located the 1971 flowchart of the secret program. She also located in the NCI archives, three of the fifteen progress reports, #8, 14 &15.
Dr. Cargill turned the info over to Dr. Rabson, because the documents were located in the NCI archives. Dr. Rabson subsequently removed the two end progress reports and their whereabouts is currently unknown.
Under the Freedom of Information Act, we hereby request that progress reports #14 and 15 be made available and replaced in the archives where they were previously, and that the agency and Dr. Rabson be enjoined to ensure the documents are replaced.

The discovery of the fourth report from 1967 brings the total known available U.S. Special Virus Progress Reports to nine, leaving six reports still 'missing' or otherwise unavailable in the public domain. National Cancer Institute Director, Dr. Alan Rabson, was named among the lead defendants in a Freedom of Information Act lawsuit filed by Dr. Graves last year demanding the release of several of the known available reports, including the 1978 report, once known to be on the shelves at the archives of the U.S. National Cancer Institute. Today the N.C.I.'s copies of the U.S. Special Virus Reports have also become 'missing' or otherwise unavailable. Dr. Graves' and his publisher have recovered and scanned all of the recovered Special Virus documents for preservation and redistribution, including Dr. Graves' exhibits for litigation against the U.S. Special Virus Program. Dr. Graves' collection of the rare documents represents the largest available U.S. Special Virus archive known in the world.
Dr. Graves, a lawyer based in California has filed multiple lawsuits the international review and lead plaintiff for reparations of the victims of HIV/AIDS via the U.S. Special Virus Program. The government's conclusions were presented in a short power point large font 'investigation' summary essential stated the U.S. Special Virus Program may have existed, however it is not the source of the HIV/AIDS pandemic, and instead concluded from monkeys. The GAO investigation was immediately called a 'white wash' by many including leading expert author Dr. Leonard G. Horowitz, who also provided primary witness testimony for the GAO investigation into the origin of the AIDS pandemic.

NINTH CIRCUIT DISMISSES AIDS ORIGIN “ FULL DISCLOSURE” LAWSUIT
San Fransisco , Calif. - In a not so unexpected move the Ninth Circuit Court of Appeals in San Francisco dismissed the AIDS ORIGIN appeal of AIDS and Human Rights Activist, Boyd Ed Graves, J.D. The Court held that Graves failed to properly serve the former U.S. Attorney General and that the District Court had a right to refuse a new case, although the lower court dismissed the original complaint without prejudice.
“We will file another Freedom of Information Act request with the National Cancer Institute ( NCI ) for the missing progress reports of the U.S. Special Virus program (1962 – 1978)," Graves said earlier today.
“Progress Reports #’s 14 and 15, representing the years 1977 and ’78 have been removed by Deputy Director, Dr. Alan Rabson, who is also listed as a ‘developer’ of HIV/AIDS (the Special Virus)," Graves said.

To give my opinion in this debate, I personally believe that Matriarchy will not only free Women but will free men as well. This is because patriarchy not only oppresses Women but also men.
The lie given out by patriarchal propaganda is that men are `naturally' brutal and violent. Whereas what is really happening is that in patriarchy, we are all caught in a vicious cycle of violence and hatred. Obviously if a father beats up his sons, then his sons think this behaviour is `normal' and will beat up other people and later their own sons. Perpetuating a cycle of violence.
I personally wasn't beaten by my father, but I was made to feel ashamed of myself for not being a macho boy. And I know I wasn't alone in this, most boys I talked with had problems living up to the macho image they were suppose have. And this macho image was all around us, it was in the books and comics we read, and in the films we saw, so we all felt we had to be like John Wayne and become `real' men.
Patriarchy was started by bandits and criminals. These were men that were banished from the first Matriarchal civilizations for their anti-social behaviour and discovered they could make an easy living robbing other people.

What these men discovered was that violence gave them power. You can make other people do what you want if you
inflict violence on them, and you can have sex by raping women.
Having men like this who were able to rob, assault, rape and even murder other people with impunity, made this lifestyle attractive to other men. So these men began to join together in bandit gangs. In time these gangs became so strong that instead of robbing people they devised a protection racket. So people in villages and towns had to pay their local bandit chief, so that they will leave them alone. This was the first taxation.
These bandit leaders were not content with this began to interfere in the lives of the people more and more, setting themselves up as rulers and living within the community they `owned'. These bandits also discovered that their power depended on their violence so it was important that to keep their bandit group strong they had to train them in violence. So the men in bandit gangs were trained in violence, which means they had to inflict violence onto each other. As it was discovered that the more violent a gang became the more fearful the people were of them and the more successful they were in any conflict with other bandit gangs. Because these gang were fighting against other bandit gangs, they needed more men of violence. So they began to recruit men within the communities they ruled and teach them to be violent.
The communities would still have been ruled by Women and they would have objected to this, as they didn't want to see their sons turned into violent monsters. So violence would then be used against Women to undermine their power over their own sons.
In time these bandit chiefs became kings, and emperors and patriarchy even took over the religious life of the people creating male gods and male priests. They then set out to conquer and create a patriarchal world.
This then is why violence, fear, intimidation and hatred are the foundation of patriarchy, and men are the victims of this as well as Women. And it is this cycle of violence and fear that keeps patriarchy going.
In a world of fear and violence the most aggressive and violent people are the ones that rule the world. This is why men rule our world and not Women. If you brutalise boys they learn to hate, and can learn to be so violent that they will kill other people. If you brutalise girls it is true they also can learn to be violent but they are restrained by their maternal instincts. Yes, there have been Women who have committed murder and even killed their own children, but this doesn't compare with men who have done the same thing. In Britain today on average two Women a week are murdered by their male partners but very rarely are men murdered by Women.
This is the problem we all have, we are all stuck in this vicious cycle of fear and violence. To the degree that even if we have a patriarchal ruler of a country who is a loving and caring man, he would find it difficult to stop this cycle of violence. This is
because he knows that if he stops all the propaganda that encourages boy to be violent he then would fear that if his country were invaded, he would have no young man willing to fight in a war and defend the
country.
As I have pointed out before men are the natural submissive sex, because they are naturally very obedient, and very easy trained and indoctrinated.

They can be trained to become violent monsters or trained to become loving and caring people.
We have to show up patriarchal propaganda that it is `natural' for men to be the dominant sex, and that it is `natural' for men to be violent.

Once people can see through all this patriarchal propaganda then we have a choice whether we want to continue in our brutal patriarchal world or live in a more peaceful and loving Matriarchal world.
